The skilled Psionicist can force a sudden blackout on his victims without
even laying a hand on them. Until this spell has been mastered, there is a
chance the victim will engage the caster in combat for failing to knock them
out. If the victim is resistant to sleep effects, this spell also has a
chance to fail.
